Update on the situation
All vocational training centers in Quebec can henceforth receive international students
We are pleased to confirm that, as from 20 October 2020, international students wishing to study in Quebec at the province’s vocational training centres (VTC) can now travel to Canada to commence their studies.
The Canadian government has confirmed that all Designated Learning Institutions (DLIs) in Quebec are authorised to receive international students, as they have a COVID-19 readiness plan approved by the Quebec government. Here is the List of approved DLIs for your consultation.
In fact, all educational institutions recognized by Quebec (and on the list of approved DLIs) have protocols approved by the Quebec Public Health. Quebec considers that the measures put in place to ensure the safety of indigene students also apply to international students, in accordance with the Back-to-school Plan presented by the Quebec Ministry of Education.
Coming to study in Canada
Details of the requirements for international students to enter Canada are specified on the Canadian government website.
International students planning to come to Canada must:
- Have a letter of admission issued by an approved DLI, which is the case for VTCs in Quebec.
- Have a valid study permit or a study permit’s approval letter.
- Have a quarantine plan.
- Have sufficient time to complete their quarantine before attending classes in person or have the option of studying online during their quarantine.
It is only on your arrival that the border services agency will make a final decision on your eligibility to enter Canada.
Your training center is responsible for providing you with a Quarantine Plan guide adapted to your destination (region). You will then have to customize your Quarantine Plan in preparation for your arrival. We therefore enjoin you to contact your training center as well as your accompanying officer at Québec métiers d’avenir to tender your quarantine plan and arrange for your arrival.
